Director, Sponsorship
Jennifer Huang
Jennifer is a dietitian by training and enjoys working on Farm to School programs. As President, of TAP-SD, she is excited to meet and engage with community members and organizations! You will find Jennifer cycling along the 101 during the weekends. She biked from Hualien to Taitung (100 miles) in January 2020 and looks forward to biking around the entire Taiwan in the very near future!

Tom Hung
Tom Hung is a seasoned project manager in life sciences and biotech, currently leading initiatives at BW Design Group and serving as Programs Chair for ISPE San Diego. With a background in chemical engineering and hands-on experience across Catalent, Sequoia Consulting, and GMP compliance, he brings a practical, solution-focused mindset to every challenge. Whether he’s lining up lion dancers or debating mango vs. strawberry shaved ice, Tom keeps the festival running smoother than a bubble tea with extra boba.

Nai-jen (Joseph) Chang
Nai-Jen (Joseph) Chang is a Sr. Medical Device Engineer at Dexcom with a background in polymer chemistry, battery research, and peptide synthesis, bringing over 8 years of experience across industry and academia. Trained in both Taiwan and the U.S., he applies deep technical expertise to advance wearable health technology and real-world product development. With a love for science, storytelling, and street food, Joseph brings both precision and heart to the way we share the spirit of Taiwan.
Director, Finance
Karen George-Moshiri
Karen is a Board-Certified Clinical Specialist in Geriatric Physical Therapy and is currently working with older adults in senior living communities. Originally from the Bay Area, she moved to San Diego to attend the University of St Augustine for Health Sciences where she earned her Doctor of Physical Therapy degree. Outside of work, Karen enjoys gardening, reading, and exercising. She is excited to be more involved in the Taiwanese community in San Diego as a Committee Member for the Taiwan Festival.

Henderson Hsu
Henderson Hsu is an Entomology graduate from UC Riverside with hands-on experience in biocontrol research and a passion for tackling biology-focused projects. When he’s not working for the County of San Diego, you’ll likely find him riding his motorcycle along the coast.

Jeffrey Pan
A graduate of UCSD and UCLA Anderson School of Management, Jeffrey Pan leads healthcare technology and business strategy at UC San Diego Health. After beginning his career in healthcare consulting, Jeffrey independently founded an advisory and technology development consulting practice specializing in implementing risk-based population health business, analytics, and digital health strategies at major health systems.

Claudia Wang
Claudia is a licensed attorney in both Taiwan and California, specializing in cross-border transactions,
corporate law and immigration law. She graduated from UC Berkeley School of Law, where she fell in love with the diverse, international vibe of the Bay Area. Originally from Taiwan, Claudia is passionate about building bridges between the Taiwanese and American communities and helping Taiwanese voices shine on a global stage. In her free time, Claudia enjoys playing badminton, hiking, and soaking up the California sunshine.

Jeffrey Liu
Jeffrey is a recent graduate of UC San Diego and is now an electrical engineering PhD student at Georgia Tech. He previously joined the TAP-SD board and enjoyed the community so much that he had to get in on the action from 2,000 miles away! When he's back in town, you'll probably see Jeffrey on a bus or trolley—he still doesn't have a car.

Josephine Tsai
Originally from the Bay Area, Josephine now resides in San Diego. She attended the University of San Diego, where she earned a Bachelor's degree in Marketing and Finance, with a minor in Sociology. Professionally, she works in the fintech space for a company based in San Francisco. In her free time, Josephine enjoys hiking, attending concerts, international travel, and exploring new boba spots. She is also actively involved with TACL-LYF in the Bay Area, which was what introduced her to become a part of TAP-SD.

Niema Moshiri
Niema Moshiri is an Associate Teaching Professor in the Computer Science & Engineering Department at the University of California, San Diego (UCSD). He works on computational biology, with a research focus on viral phylogenetics and epidemiology. He also places a heavy emphasis on teaching, namely on the development of online educational content, primarily Massive Adaptive Interactive Texts (MAITs).

Stella Yen
Stella is a passionate yoga instructor who specializes in private lessons, helping clients build strength, flexibility, and mindfulness. She also teaches swimming to both adults and kids, making the water a place of confidence and ease. Before following her passion for movement and wellness, she worked in the finance industry, including as a venture capitalist in Silicon Valley.

Stockton Quinn
Stockton Quinn is an Information Technology Analyst at Kimley-Horn, where he supports infrastructure and end-user systems across regional offices. With a background in IT operations and hands-on experience managing large-scale tech environments, he brings logistical expertise to every project. At the festival, he’s the behind-the-scenes hero making sure the lights are on, the mics work, and the popcorn chicken never runs out.

Joyce Yang
Originally from the suburbs of Chicago, IL, Joyce spent the majority of her childhood in Irvine, CA. She specializes in User Experience (UX) and Education. She obtained her Bachelors from CSUF, and her Masters at UCSD. As a second generation Taiwanese American, Joyce is passionate about her community and serves as an advisor in the annual Taiwanese American Foundation Conference. Her recent obsessions include rock climbing, sourdough bread making, plant care-taking and she also recently taught herself crocheting.

Eugene Zen
Eugene is a graduate of the University of Michigan and UCSD, working as a Data Scientist. As Secretary, Eugene is excited to contribute to TAP and the Taiwanese American community. His hobbies include cooking, watching films, playing video games, building models, and playing trivia. Fun fact, Eugene has never been on a trivia team that scored outside of the top 3!

As a first-generation Taiwanese American, Jeffrey often found it hard to connect with fellow Taiwanese when he moved to San Diego. That is, until he discovered TAP-SD! Bringing leadership and event-planning skills from his past experience, Jeffrey is thrilled to join as a Committee Member and spread awareness through engaging events.

Join our Planning Committee
We’re excited to kick off preparations for the 2025 San Diego Taiwan Festival and are currently recruiting key leadership roles for our Planning Committee across (7) core teams. This is your chance to play a pivotal part in building on the success of last year’s inaugural festival, which welcomed over 800+ attendees and 1,200+ registered guests.
Right now, we’re seeking Director roles to lead each team, along with Supporting roles for those ready to contribute to specific areas of expertise. General volunteer sign-ups will open in March for day-of event roles—stay tuned for more details!

Director: Lead volunteer recruitment, training, and coordination to create a seamless event experience.
