Co-President
Kathleen Keh
Kathleen is a Biostatistician, currently working on clinical trials. She completed her BS Chemical Biology at UC Berkeley, and her MPH Biostatistics at Emory University. Her hobbies include playing tennis, cooking vegan food, and spending time in the great outdoors. She is a member of the House Rabbit Society and has a pet bunny named Stellar. She is very excited to continue growing and fostering our community and raising awareness of Taiwanese and Taiwanese American culture.
Internal Vice President
Zheng Zheng
Zheng is an Analytical Chemist in the Biotechnology/Pharmaceutical industry where he is currently developing analysis methods for mRNA vaccine development. Born in Fujian, Zheng immigrated to the US with his family when he was 4 years old and grew up in Bronx, NY. He is passionate about home cooking, rock climbing, hiking, film photography, and self-development (meditation, mental health, philosophy, etc). He hopes to bring his love of nature, food, fitness, and other wellness strategies to the TAP-SD community during his term as on the board.
Secretary
Eugene Zen
Eugene is a graduate of the University of Michigan and UCSD, working as a Data Scientist. As Secretary, Eugene is excited to contribute to TAP and the Taiwanese American community. His hobbies include cooking, watching films, playing video games, building models, and playing trivia. Fun fact, Eugene has never been on a trivia team that scored outside of the top 3!

Treasurer
Tom Hung
Tom Hung is a seasoned project manager in life sciences and biotech, currently leading initiatives at BW Design Group and serving as Programs Chair for ISPE San Diego. With a background in chemical engineering and hands-on experience across Catalent, Sequoia Consulting, and GMP compliance, he brings a practical, solution-focused mindset to every challenge. Whether he’s lining up lion dancers or debating mango vs. strawberry shaved ice, Tom keeps the festival running smoother than a bubble tea with extra boba.
Community Chair
Nai-Jen (Joseph) Chang
Nai-Jen (Joseph) Chang is a Sr. Medical Device Engineer at Dexcom with a background in polymer chemistry, battery research, and peptide synthesis, bringing over 8 years of experience across industry and academia. Trained in both Taiwan and the U.S., he applies deep technical expertise to advance wearable health technology and real-world product development. With a love for science, storytelling, and street food, Joseph brings both precision and heart to the way we share the spirit of Taiwan.
Professional Chair
Emily Chen
Emily I. Chen, Ph.D. is a scientist, strategist, and biotech advisor with over 15 years of experience turning complex science into real-world impact. With a background in proteomics and precision medicine, she’s led teams and launched technologies across academia, startups, and global life science companies, driven by a passion for bridging research and business to help teams grow, products launch, and innovations reach patients.
She holds a Ph.D. in Molecular Pathology from UCSD, completed her postdoc at The Scripps Research Institute, and is currently pursuing her MBA at the Gies College of Business.
Technology Chair
Jeffrey Chen
As a first-generation Taiwanese American, Jeffrey often found it hard to connect with fellow Taiwanese when he moved to San Diego. That is, until he discovered TAP-SD! Bringing leadership and event-planning skills from his past experience, Jeffrey is thrilled to join as a Committee Member and spread awareness through engaging events.

Joyce Yang
Originally from the suburbs of Chicago, IL, Joyce spent the majority of her childhood in Irvine, CA. She specializes in User Experience (UX) and Education. She obtained her Bachelors from CSUF, and her Masters at UCSD. As a second generation Taiwanese American, Joyce is passionate about her community and serves as an advisor in the annual Taiwanese American Foundation Conference. Her recent obsessions include rock climbing, sourdough bread making, plant care-taking and she also recently taught herself crocheting.
Culture Chair
Karen
George-Moshiri
Karen is a Board-Certified Clinical Specialist in Geriatric Physical Therapy and is currently working with older adults in senior living communities. Originally from the Bay Area, she moved to San Diego to attend the University of St Augustine for Health Sciences where she earned her Doctor of Physical Therapy degree. Outside of work, Karen enjoys gardening, reading, and exercising. She is excited to be more involved in the Taiwanese community in San Diego as a Committee Member for the Taiwan Festival.
Social Chair
Luisa Sempere
Born in the Bay Area to parents from Taiwan and Spain, Luisa considers herself a fourth culture kid. Since completing her MSc in Sustainable Product Development at University of Strathclyde in Glasgow, Scotland, she’s been working in hardware tech. She’s passionate about suicide prevention advocacy, loves cycling, and is guilty of bringing just 1 pair of socks on week-long bikepacking trips.
